President

Rick, a 1981 graduate of Lincoln University (B S Business Administration) is currently the Executive Director and CEO of Montgomery County Community Action Development Commission (CADCOM). Now serving his twenty- sixth (26th) year, he began his career in Community Action in 1981 at what was then known as the Opportunity Board of Montgomery County. During this time, Rick progressed from Fiscal Coordinator to Fiscal Director. After spending two years as a Representative for First Investors Corp. he returned to Community Action as Chief Operating Officer of CADCOM. He was later promoted to Director of Finance, then to Deputy Director and finally to Executive Director, the position he has held for over 13 years.

Rick is a firm believer in the Community Action motto “Helping People, Changing Lives” and tries to apply this principal in everyday life. When asked what keeps him motivated he says, “We move families and individuals towards economic self-sufficiency. Knowing that our programs and services directly affect a positive impact in a person’s life is very rewarding”. “I believe that by investing in the lives of those who are less fortunate, we ultimately enhance the quality of life for all people.”

He is an active member in several organizations: the Community Action Association of PA Board of Directors (Region I Representative), National Association of Community Action Agencies/Community Action Partnership, National Community Action Foundation, PA Micro Enterprise Coalition, Association for Enterprise Opportunity, Montgomery County Housing Coalition, Montgomery County Collaborative Board, Montgomery County Eastern Regional Collaborative Board, Montgomery County Youth Council, Keystone Mercy Health Plan Health Education Outreach Community Advisory Committee, Endorse Peace Foundation, PA Low Income Housing Coalition, PECO Energy Universal Services Community Advisory Committee, Norristown Early Head Start Policy Council, Norristown Regional Health Care Advisory Board, and the  National Children’s Study Eastern Regional Advisory Board.
